in the loading Screen I can see Offshore oil platforms.
Where can I find it on the map?
There are some near Santa Barbara, CA (KSBA), near Lafourche, LA (KGAO), and near Galveston,TX (KGLS).

Gulf of Mexico, along the coast 20 -100 miles out. There are lots of them, the water version of land wind turbines 
Can you land on most of them?
No the in-game oil rigs do not currently have collision. You float right through the helipad
