I can verify PHOG is solid on the PC under SU9; taxied all over the place, took off, and landed and taxied to parking. Alas, I bought it on SimMarket before it came to Marketplace, so I don’t have it on my Xbox Series X to test there. 
But it does sound like the problem is localized to the Xbox version.
As for the water around PHNL, looks pretty blue to me, give or take some reefs and sandbars…
