Apparently this a bug from FS2020 and is still in FS2024.
its the same game, why surprised?
Missing bridges = floating cars, you have to get home somehow!

Unfortunately there are many missing/ damaged bridges in Scotland (Tay bridge at Dundee etc.) where cars get the chance to practise waterskiing.

Since you can walk on water in character mode as well, I think it’s fairly clear that the sim does not treat water as a true fluid, but as a solid surface with specific VX attached to it when an aircraft lands on it (but not when anything else is on it).
