This worked for me, when my Start button was missing:

Still stuck on loading screen at 98%

Not sure if this will actually work, but the below command will clear cloud based profile data. Might be worth a try in case there is any data there that has become corrupt and preventing completion of the install… Open a Command Prompt as administrator, copy/paste the below and hit return. start shell:appsFolder\Microsoft.Limitless_8wekyb3d8bbwe!App -DeleteCloudSaves

I did have to redo all my controller settings, but it was worth it, just to be able to get back in the sim.
