Same issue, alongside this:

Landmarks shifting up and down + Half of them not loading correctly (still not fixed in 1.13.16.0)

There’s a bug in USA Update. Try Yosemite El Capitan. Fly towards it, and you will notice that it shifts up and down as you get closer to it. Happened to chimney rock too. No mods installed. Seems like whatever they did, the terrain or custom models shift position according to LOD. Already cleaned rolling cache too, increased LOD’s, etc. It’s just an issue with the landmarks. Asobo, I think you should check all the landmarks.

Unless more people vote on this issue, this will never get resolved because Asobo doesn’t fix top voted issues.
