not working for me either. Restarted the sim (and pc) like 4 times. Still greyed. 
Have logged a ticket too - exactly the same issue.
I’ve reported this issue to the team. Will provide any updates once I get them!

All worked fine for me. Steam update, game patch, reboot, Japan update, all good. Japan looks great.

Having issues with the buy/purchase buttons being greyed out as well. Opened a ticket & got told to do what I already tried (logging out and back in from the game). Hopefully they can resolve this soon.
So far so good here.
Steam updated the client, then 8.7ish GB update patch via MSFS client to my install folder (extra drive), booted straight to main menu (no restart), clicked marketplace and found Japan content. Installing 1.51 GB Japan Update now.
Also, I have no additional 3rd-party content installed. Plain vanilla MS install (Super Duper Deluxe Version)
Not done, but all seems well so far. (Version 1.9.3 installed and verified)
Now mine is reinstalling the entire sim after a couple reboots that’s odd lol. As long as it gives me access to Japan I don’t really care 
(Have a feeling the REX Weather Force mod was causing the store issues for me, so I’m done with Mods like that and I’ll just focus on what comes to the Marketplace directly. After a fresh install and no mods marketplace is still fully blanked, can’t install anything.
To those who are experiencing this issue (Japan content greyed out), can you confirm if you have any unofficial mods or content installed? Our team is currently looking into the issue.
Well I had the A320 Mod and the liveries installed. Removed them in the meanwhile but no change

I have installed liverys, scenary (landmarks) and airports for free and from orbx from orobx central.

Removed any mod. Community folder is empty. Restarted two times. Button still grey.

I only have liveries, i deleted them and tried restarting PC, MSFS but yielded nothing.
Here all fine, even with 23 Gb of pay- and freeware in the Community folder. Flew to Mt Fuji, beautiful! Kamakura, nice traditional houses, temples but no Buddha. Sendai, Fukushima. Tried out Clermont Ferrand and the Auvergne. And after that, the good news that the mods show up fine as well!
And into the thunderstorms south of Harare now. Fantastically realistic lightning strikes and clouds!!

Noticed that more than 20Gb of RAM is used of my 32… 16 logical processors instead of 8 before. Settings Ultra on i7-10700, 500 Gb SSD.
Maybe try reinstalling Windows 
No mods installed. Attempted to sign out & back in to no success as well.

Only liveries installed for me, but doesnt help if I move them anyway. Also tried logging in and out, and restarting multiple times. Nothing helps - all marketplace items greyed out.
BTW commenting about how great the scenery is is like eating a doughnut in front of a starving man
