Similar report here: MSFS2024 is randomising the positions of the clouds for each person that spawns in but using weather presets.

Weather simulation for a realistic flight simulator is a complex component and may significantly benefit from the local computing power to enhance the precision and accuracy of the environment.
Not every turbulence eddy generated by a patch of forest or a hill can be streamed to all clients, especially when the scenery can be legitimately different from a player to player.
Forcing same weather for everybody is a dead end and will result in an underwhelming representation. Those who need it, multiplayers and gliders in competition, may receive a simpler but still physically correct and visually pleasing weather and atmosphere.
