Hi, and welcome to the forum.
The number of VOTE allowed by member, is determined by its Trust Level. As new member, you have a limitation to 0 vote ! but you can quickly reach the Trust Level 1 with 10 votes allowed, and soon later, the Level 2 with unlimited votes.
