THIS is not a downgrade, it certainly is a bug, therefor the game doesn’t load the needed terrain data/textures, but making sure photogrammetry and all other online funktions a set to ON and trying this withouth the MS servers peaking, you should be fine. It is a downgrade in the regard that this bug existes, but you could intentionally make this game look like this prior SU5 with just the right settings.
There is nontheless a hefty downgrade compared to before the xbox update. just to name a few:

since SU5 hotfix2 1.18.15.0 i’d like to give an update aswell:
- CTD when returning to main menue, flying over some airports, starting at some airports.
- Toggle to mouse view, adjust the seating position via the arrow keys and the mouse will jump to the upper left corner and/or dissapear.
- occlusion culling is slow so that objects and trees pop in only after looking in the direction for 1-3 seconds. (this is on buildings, vegetation, nightlights and texture resolution!)
- completely different set of textures for differen LOD loading (depending on flightlevel)
- “Tree draw distance to the horizon” - stright up a lie. (you can only and to en extend archive this with setting LOD 400-600 via config)
- massive amount of floating lights (for example at LOWI)
- missing autogen, or wrong assets/achetype even missing entire airports (EGPH)
- Stuttering and framedrops when panning
- mouse/trackIR freelook stutter/acceleration due to input smoothing (bug?)
- blocky pixelated waterreflections AND smal repeating water pattern
- pixelated clouds
- AP on GA Aircraft seem to just not work regardless of use of WTGarmin mods
- Cessna Longitude AP swaying left and right at higher altitudes
- dents and grooves in the ground
- flooded bridges and harbours
- icing even with disabled icing.
- handcrafted objects floating/jumping + invisible hitbox
- scenery/airport objects floating
- low bandwith usage and photogrammetry bandwidth warning breaks game (despite fast and reliable connection)
- Shimmering oversharpening on trees
- General degredation in AA (ghosting artifacts)
- Colours, lighting and bloom are still too bright/washed out in SDR - looks like a cartoon now to such an extent I avoid flying during the day unless it is cloudy
- Ground textures often seem blurry especially in the distance (more tham before)
- Night lighting has a sepia mask look to it in SDR
There can only be one reason and it won’t be aesthetics!
